Bugs Fixed: LPP-8975 - onframe fires in 3.4.0 SWF8 but not in 4.7.2 SWF8

Details: Ensure frame updates are sent for stop() calls when we're not tracking
playback. Prevent extra lookups and predestroy() function call.
Tests: See LPP-8975 with an explicit stop() call.
