Summary: update build file for dev-console to be platform independent

Copied the "solo-compile-file" target from laszlo-explorer and added
additional "clean" and "clean-all" targets. "clean-all" also removes all
copied resources, most of the time you don't want to do this, because it
creates additional noise in the svn change set (due to generated
*sprite.png files), but it could be handy nevertheless.
laszlo-explorer:
- removed entry for environment, because it's 1) unused and 2) already
implicitly declared in build-opt.xml
- added "init" as a dependent target for "build" in order to avoid to
create the build-version multiple times in build-opt.xml

ant build works for windows
