I think this is potentially a good step, but I believe the solution
needs to be more broadly defined: basically, we need to take another
look at the focus/activation architecture. (We might also need to
touch the mode manager.) There are a variety of problems that point
to the need for some sort of hierarchical focus, and for layers with
independent activation scope. For example, menus shouldn't take focus
from edit text fields, we should be able to support floating toolbars
that can take focus but don't deactivate windows, etc. etc.
I have a few notes toward this somewhere, but haven't had a chance to
really focus on the problem. If someone would like to take this on,
let me know and I'll gladly hand off my notes and thoughts.
