Ok, I managed to run the lzc.bat in the server/bin directory.   It generates
output to the work/cache/mcache directory.   The problem is that bundling
that with my deployed proxy app doesn't seem to make use of the things to
cut down on that initial page view after install issue.   I'm using the
lps/config-deploy lps.properties with the cache directoriers set to 
# Runtime Media cache
mcache.directory=WEB-INF/lps/mcache
# Runtime Data cache
dcache.directory=web-INF/lps/dcache

I guess I'm hitting a disconnect between what the lzc.bat produces versus
what the proxied server actually uses at runtime.   The installer is capable
of touching "date/time" stamps or leaving them alone either way.
