Release Notes:
As of release 4.1 the `apply` property of <state> is deprecated
(because it conflicts with the `apply` method of <state>) and the
`isapplied` property of <state> is also deprecated. You
should use the `applied` property in their place.
Since there have been no objections (and several endorsements), I have
made this change for 4.1 at change r9165 with the following release
