Hi, from my experience the ASF is not about technology, there is actually no technical reason why Adobe Flex should be rejected. After all they are applying to become an Incubator Project, which is just the first step. To become an incubator project questions are more related to legal aspects, so for example if there are category-x compile + runtime dependencies http://www.apache.org/legal/resolved.html#category-x
But again such category-x relations do not mean that a Proposal will be rejected, it just means that the project team has to present a reasonable way to resolve those issues and it will be not possible to release an official incubator release without resolving those issues. Other criterias are some kind of commitment to Apache and Open Source and a Community Driven Process called as "the Apache Way" .. and of course a reasonable popularity of the technology will help to make such proposals successful.
