I am doing some work with web graphics and want to try converting LaTeX's
picture mode into some tagged mark-up (just like HTML). The idea is that using
a revised version of LaTeX2HTML (which I hope to develop) the picture mode
bits will come out in this new tagged mark-up instead of image (e.g. GIF)
files.

Having looked at the code for LaTeX2HTML this seems a bit daunting. Does
anyone on this list know whereabouts in the Perl script that I should look to
make changes? Is there any suitable documentation or publications that might
help me to understand how it works internally, or are there some developers
that could point me in the right direction?

Any work that I develop will be made available for a new release of
LaTeX2HTML. If you can help please let me know.
