We are still using 97.1, so this has quite likely been fixed in 98.1.
I have been trying to use my own definition of custom_title_hook to
customize the filenames given to nodes. I found that my definition of
custom_title_hook was not being used, regardless of the value of
$CUSTOM_TITLES.
It looks like there is a bug in the make_name subroutine, where an
"if" is used instead of an "unless". Here is a diff:
