That's because I've been too busy fixing it !

Yes, the problem is in the way do_env_htmllist does it's processing.
Note that the problem page is one huge list, using {htmllist}.
The algorithm was quadratic in the number of list items,
when it need only be linear
--- as far as memory requirements are concerned.
Check out the date on user/styles/htmllist.perl at the Darmstadt archive.
If it has been updated in the past day or so, then get it.
The problem should be solved.
The next update to the full archive will contain that and other fixes
which affect, in particular, processing of the LaTeX2HTML manual.
