It doesn't yet...

... partly because there is insufficient browser
support for XML to make reasonable headway;
but mainly because LaTeX is used for presentation of papers,
rather than for general data storage/transfer.

Michel Goossens might be able to offer further words of wisdom, here
(but I think he is taking a well-earned holiday at present).


 ... but anyone wishing to help make it so, please volunteer.

There are many ways that LaTeX can make use of the XML way
of presenting data.
