I think that pretty much explains it.  

Note that I can get either the paper or the HTML to look right, but
not both.  It's probably a misunderstanding on my part about the
latexonly and htmlonly environments, but it may be a bug.

Also note that this used to work with no conditionalization, as
evidenced by:
