With the attached example 'l2htab.tex', I still fail to keep l2h from
generating bitmaps of a 'figure's contents.  l2h's HTML-output is
attached, too.  Got any ideas?

Just trying to use 'verbatim' inside two floating 'figures', applying an empty 'makeimage' in order to avoid conversion to bitmaps (as described in the l2h-manual). In the tex-source as well as in the dvi, the two figures consist of four lines of text, each:

plain figure
verbatim in figure
plain figure after empty makeimage
verbatim after empty makeimage

The first figure:

plain first figure
verbatim in first figure
plain first figure after empty makeimage

...l2h refuses to type the fourth line of the first 'figure'. And now for the second figure:


plain second figure plain second figure after empty makeimage

...l2h refuses to type any 'verbatim' of the second 'figure'. And a third 'figure', omitting the 'makeimage':
\begin{figure}
plain third figure
\end{figure}

...l2h converts the contents to a bitmap, omitting the 'verbatim'.
