[l2h] change bar gif files are empty

Folks,

I thought I saw this working right at one time, but now when I look at thge
changebar markings in the output of latex2html, I see empty rectangles
rather than the text rectangles saying Change Begin and Change End.  When I
look at the gif files that are supposed to be loaded from
/usr/local/lib/latex2html/icons with xv, they are, indeed, black
rectangles.  Other icosn do have text in a rectangulr box, but not the
changebar icons.

Anyone have a suggestion?
