I also had problems with LaTeX2HTML-ing manual.tex until I read the
corresponding section in the faq. (It's processed as a segmented document.
If you use special pathes you have to edit the Makefile)
On UNIXish systems use in the latex2html/docs directory
make manual.dvi
make manual.html
