Ahh, I found it.  It was, indeed, a latex2html.config bug on my
part.

While reconfiguring the default gray background to a white
background, I had changed

$LATEX_COLOR = "\\pagecolor[gray]{.7}";

to

$LATEX_COLOR = "\\pagecolor[white]";

How embarassing. :)
