l2h-99.8 (and earlier versions) has problems in
enumerating figures if in the caption text
german umlaute are uses while the german.sty
is in use. Sometimes the numbers are missing
completely, sometimes they are in wrong order.
There are warning messages in the l2h log.

The example shows missing figure number in the
caption of the second figure and a warning in
the l2h log file.
The following behavior has also been observed:
- Figure numbers are correct when the original
latex syntax is used for german umlaute (e.g. \"o)
This may help until a bug fix has been published!
- The error does not occur if there is text in the
optional argument of the caption directive (giving
an different text for the list of figures)
