[l2h] Deficient Stylesheets

When I create an HTML tree from a LyX document, the stylesheet 
<file>.css has empty markup for Labels H1 .. H5:
H1 { }
H2 { }
and so on.

Is that normal?

Is this a bug or is there a way to populate the css definitions from 
within LyX or LaTeX
