On #launchpad-dev, Makis reports being unable to retrieve
rocketfuel-setup in the way documented here:

The line that fails is:
bzr --no-plugins cat
http://bazaar.launchpad.net/~launchpad-pqm/launchpad/devel/utilities/rocketfuel-setup
> rocketfuel-setup
What it says is "errno -2." I can't make this line work for me either,
but then I'm behind various http proxies.
Makis reports that it did start to work yesterday (Monday), but not
today. This part of the instructions has not changed in the meantime.
