Yes it is intentional and it is consistent with all the form pages. I think we have a rule to suppress heading slot. the base-layout heading-slot should not render any heading for IPrimaryContext <https://bugs.edge.launchpad.net/launchpad-foundations/+bug/417089> -- __Curtis C.
