Actually, we already have a policy in place where any release

requests should go through a team lead first, who will do an initial
assessment. I'm not sure if that's been strictly adhered to though.
This policy has not been followed AFAICT. I think it is a good idea.
I don't think it needs to be made concrete, by adding it to the MP for
example, but should be handled informally.
