I believe you can register the bug trackers from the bug trackers page that is sadly demoted to the bottom of the bugs app page. https://bugs.launchpad.net All the know bug trackers are listed here https://bugs.edge.launchpad.net/bugs/bugtrackers and anyone can register a new bug tracker. You can then update the crypto++ project that you registered using the Change details. We wanted to include but tracker registration with project registration earlier this year, but we could not complete all the work we tried to undertake when we worked on the guided-project-registration story this year. This problem is related to these reported bugs that should be considered in scope for the current Launchpad series.
