Update: it's happening in lp:~allenap/launchpad/early-batching-bulk-updates-bug-509223 when run with the test command in my last email. If I run with "bin/test -vvc lp.bugs.scripts.checkwatches" it does not hang. Also, it stops hanging if the most recent revision on that branch is reverted, but I can't even imagine what the relationship is yet.
