That's strange. I don't have postgres8.3 installed, but I do have launchpad-database-dependencies 0.80 (which depends on postgres8.3|8.4) and launchpad-developer-dependencies 0.80 installed. You're not trying to remove 8.3 before installing 8.4, are you?
