Jono, you said a custom team would meet your needs best; I've patches in review that will permit this.
We should prepare now though - you need to create a custom team for this, and ask the losas to add a rule: 'team:$TEAMNAME' code.recipes_enabled 14 on' We should also prepare some communication to explain the disconnect between 'anyone on edge' and 'members of this team' [are able to use recipes].
