I was remiss in not pasting the full output of make. Confusingly buildout will intersperse normal progress messages in between error messages, in such a fashion that time seems not to be flowing continuously. This led me to miss the compile error that was fixed by installing that package. The lesson: always read further back in buildout failure output than you think that you need to.
