If you see someone complaining that they can't access a restricted librarian URL with a "No Such Resource" error, they are most likely to be using Chromium as it has some weird bug to do with escaping some of the URL characters (I forget the exact details).
The simple work around is to use a different browser. I think Rob had more info on this and said that we could even work around it in LP?
