I think for _cold_ cold you ought to drop buffers first, in which case
I really doubt it can be 31ms, though it might still be under 1000ms.
Or perhaps a more realistic case is that all the bzr code is in cache,
but none of the actual branch data.  And it will have to be a (fast)
magnetic disk, not SSD.

Most of what goes into lp appserver pages will come from ram, so
anything that causes hard IO, as the codehost may, needs care.

I hope that we can eventually get there though, at least to the point
of reading limited-size objects like revisions, but perhaps this will
only happen when lp has moved to something that allows scatter/gather
template filling.
