Apport-retracing-service issues (where it is working but confusing users, for instance), belong in the https://bugs.launchpad.net/ubuntu/+source/apport/ bug tracker.
If its failing because of APIs or whatever, then a bug on Launchpad is appropriate. I'm mailing this here because folk filing bugs on Ubuntu are unlikely to be aware of this separation, so we'll need to triage such bugs by retargeting (or duping) them as appropriate.
