Yeah, Diogo and I discussed it as him applying the tags in just the
same way as anyone else.

This makes me realise that Diogo hadn't discussed when he should test
the branch. It seems to me that he should test only those branches
that already have a qa-ok tag.

So, it'll be very rare that Diogo will apply a qa-bad tag.
