- target picker still has the 3 character minimum constraint
This change was restricted only to the person picker to allow users with a 2 character Launchpad name to be found (yes, there is someone, and they recently joined Canonical I think).
- target picker sometimes have a filter by project, project group and distro (e.g. answers.launchpad.net: http://ubuntuone.com/13fKGUP7DK2ffip28rnrcj) and sometimes not (e.g. bug page: http://ubuntuone.com/16N8G1nZGzuoKDiSCPSImU)
From the screenshots, it appears that the picker without the filter is only searching for projects so a filter is not required. Whether a filter shows depends on the vocabulary used to populate the picker (if the vocab supports filtering, a filter will be shown). In the case of a vocab returning only one type of entity (in this case project), there is no filter.
