As of <https://code.launchpad.net/~mbp/launchpad/ec2-update/+merge/81946>, 'ec2' will apt update the image before it starts running the tests. This should mean there is less latency in changing packaged dependencies, and that tests run in something a bit more similar to what runs in production.
We should still update from time to time so that it boots quickly.
