I agree, representing it as a dict rather than collapsing them in to
strings sounds better. (Maybe I am getting a bit bikesheddy for a
strawman.)
So it seems like you would want

I do like Robert's approach of separating out attributes about the
subject, the event, and the participants.

I was thinking about this too: who is responsible for turning the
structured notification into html or text? It could be the sender,
the notification framework, or the notification endpoint (that sends
mail or shows it in the web or whatever). Passing a template that is
necessarily specific to a particular format, but that needs extra work
to be expanded, seems suboptimal.
Emphasizing the templates is likely to make consumers match on
template, when I guess we really want them to match on the structured
information.
