It turns out the rabbitmq-management 2.6.1 package was broken due to a
file badly copied from rabbitmq-management-agent. A fix is now available
in ppa:launchpad, so normal upgrades should resolve everything.

If you've already removed the directory, an `apt-get install --reinstall
rabbitmq-management-agent` will undo it.
