How odd that flickr-hosted images automatically have a border! Here's a good example of where the border is added to an image that isn't hyperlinked:
http://news.launchpad.net/cool-new-stuff/file-downloads-on-project- overview-pages In this case, the border serves a useful purpose as the image could look lost without it. However, it turns out I *can* turn that off with "style='border: 0;'" I'm sure when I tried that, at the time of filing this bug report, it didn't work. I must have made a mistake.
