Public bug reported:
In <https://help.launchpad.net/UserPreferences>, the "First time"
paragraph should tell you to create an account on launchpad.net, not to
use the Create profile form which does no longer exist. "Logging in"
should tell you to put your Launchpad e-mail to log in.
