Public bug reported:
You cannot login from <https://help.launchpad.net/UserPreferences> without
using the link on the top-right corner of the page.
I think that the Register button should point to
<https://help.launchpad.net/UserPreferences?action=login> instead of
<http://login.launchpad.net/+login>.
