Public bug reported:
On the news blog homepage (http://news.launchpad.net/) for every article there
is a cloud with the number of comments. When number of comments is >= 1, then
the entire cloud is a link to the #comments section of the post. But otherwise,
when there are no comments yet, only the zero is a link and points to the top
of homepage.
I think that the "0" and the entire cloud should point to the #comments section
and, maybe, the "0" shouldn't be highlighted when the mouse is over it.
