Translation groups fall entirely under Translations. We did in fact propose turning translation groups into teams last year, but it's not a trivial change. Translation groups differ from teams in that they are structured: they act like associative arrays mapping languages to members, whereas teams are essentially unstructured containers. The language mapping also plays a role in access control.
