Following discussion with Celso, I propose we create a Packaging section in the help wiki. We should then move the PPA page under the Packaging section and split out the PPA page's upload errors section into a new Packaging/UploadErrors page.
The Packaging page will direct people to the PPA page or to MOTU's Getting Started guide (https://wiki.ubuntu.com/MOTU/GettingStarted) on the Ubuntu wiki, should they be interested in learning about creating official Ubuntu packages.
