Public bug reported:
1. Open a browser window at 800*600. (The same problem can occur at even wider
window widths, depending on your preferred font size and text zoom level.)
2. Open any Launchpad Help page, e.g.
<https://help.launchpad.net/BranchMergeProposals>.
What you should see: "launchpad help".
What you actually see: "̚ ̚ ̚ help", overlapping the name of the page.
This could be fixed by:
* making the "Launchpad Help" text an image (being text has no accessibility
benefit, because the site name is already in the <title>);
* using {overflow: auto;} to make the dark colored section expand to match the
height of its contents;
* setting a background color as well as a foreground color for the "launchpad
help" text.
