Explaining the meaning of each bug status is bug 29495. There is actually a page for this on help.launchpad.net, but it doesn't help much yet precisely because it's accessible from the "User guide" front page rather than from the status displays on bug report pages and bug listings themselves.
The "What is Launchpad?" link is aimed at people who don't use Launchpad (that's why it appears only when you're logged out), who have arrived at a random page from a Web search, and who are wondering what this Launchpad thing is. It's unreasonable to expect that every page in Launchpad can communicate the purpose of the whole site, so that link is present instead.
