We've updated https://help.launchpad.net/Legal/ProjectLicensing to make
it clear that documentation and image projects can be hosted here. In
bug #333932 we're discussing some UI changes to the process of choosing
a license when a project is created, but in the meantime anyone can
propose one of the Creative Commons licenses (CC-0, CC-BY, or CC-BY-SA)
as an "other" license.
So I'm closing this bug, because we've removed the restriction, or
rather, clarified that we didn't intend the restriction.
