Following on from bug 316998: there is no documentation of Launchpad's
private teams, bugs, or projects features. (And whatever else can be
private.)
This should cover:
* what privacy means
* when to use it
* who's allowed to use this
* if it's a commercial feature, how you buy it
* what to do if you don't have access and need help
