Not applicable might be acceptable option for a distro. We know every distro is
translated because every distro is constructed from packages with translatable
messages. So what does Not applicable mean? I thought it meant their is nothing
to translate. Choose external if the translations are done via another means,
or choose Lp is Lp does it.

A derivative like baltix says it using Lp Translations, but that is impossible
because is not built by soyuz so Not applicable is true from this aspect...it
is getting its translations from Ubuntu. All Ubuntu remixes/derivatives are
getting their translations from an external/upstream source named Ubuntu.
