I'm putting back the script lock.

If the OOPS system has a problem, it already has a problem. Two instances of 
garbo-hourly.py acts the same as one instance of garbo-hourly.py and another of 
garbo-daily.py, or indeed an instance of any other script as far as I can see.

The extra lock per task is still worthwhile. This will let us add functionality 
to run a selected set of tasks from the command line without stepping on live 
instances of the scheduled jobs.
