In the case of a bug targeted to a distribution but not a sourcepackagename, 
max_bug_heat is None and the bug gets no points added for recent activity.  
This seemed better to me and to Brian Murray when we discussed it because we 
really don't want any bugs filed against a distribution without specifying a 
package, so we wouldn't want those kinds of bugs to get arbitrarily high heat.  
Yes, we certainly do get those kinds of bugs, but they shouldn't become hot 
bugs.

So what do I do now?  I think my next steps are land this to db-devel, qa it on 
staging, and then ask you, stub, to apply it to lpnet and merge to devel.  Is 
that right?  Sorry, but I'm not clear on the process here for changes to 
trusted.sql yet.
