It's a tough call, given the skimpy error reporting. There are a few other scenarios where I think the same error message can occur: if setting a field twice (which wouldn't happen with our current code) and with a seemingly obscure I/O error in trace files, when using DHCP tracing (which I don't think we do).
We could try removing any previous host map for the same IP.
