The feature is a lot clearer now with homogeneous operations to to retrieve and save drafts (single line:text dictionary) related to a given diff timestamp and user.
Retrieving *published* inline comments is done via getInlineComment(), also by pointing a context diff and publishing a set of drafts is done exclusively via createComment().
