Commit message changed to:
Add ref creation POST endpoint to turnip-api
The "collection_post" endpoint is mounted at "/repo/{name}/refs".
It requires the ref name, e.g. "/heads/new-feature-branch" and
the target commit SHA1. It accepts an optional "force" flag to
force overwrite an existing ref (if any).
