did you try to contact the owner of that team? https://launchpad.net/~lp-l10n-pl You might be able to talk with them and figure out why they didn't apply to have their team in the Launchpad team group. A request, but not a specific request, was asked more or less one year ago, but we haven't heard anything since then. Let us know if you can't reach the Polish team directly, we will try to contact them.
